Instructions
- Preheat the oven to 350°F (175°C) and line a cupcake pan with colorful liners.
- Mix dry ingredients: whisk together flour, sugar, cocoa powder, baking powder, baking soda, and salt in a large bowl.
- Combine wet ingredients: add the eggs, whole milk, vegetable oil, and vanilla extract. Mix until smooth.
- Incorporate boiling water gradually into the batter.
- Fill cupcake liners about two-thirds full with the batter.
- Bake for 18-20 minutes, testing for doneness with a toothpick.
- Cool in the pan for 5-7 minutes before transferring to a cooling rack.
- Prepare the frosting by blending peanut butter, softened butter, powdered sugar, and vanilla extract until fluffy.
- Frost the cooled cupcakes generously with the peanut butter frosting.
- Top with chopped Reese’s Peanut Butter Cups.
